What was the Poll Tax and why was it introduced into Scotland first?

The Community Charge, commonly known as the poll tax, was a system of taxation introduced in replacement of domestic rates in Scotland from 1989, prior to its introduction in England and Wales from1990. It provided for a single flat-rate per-capita tax on every adult, at a rate set by the local authority. The charge was replaced by Council Tax in 1993, two years after its abolition was announced. The Thatcher government introduced the poll tax to Scotland first as a test before completely introducing the rest of the UK . Everyone had to pay the same amount no matter what their job or their income .  

Why do you think the Thatcher government was so unpopular in Scotland?

Scotland was used as a trial and testing ground before introducing it to England the following year . Most unpopular decision ever put in place by Margret Thatcher .
